A heavy PVC membrane below the floor slab provides the secondary containment. Our design/build package was about $1,700,000 below that of our competition's.

The others were originally designed as rectangular. All were converted to circular prestressed concrete tanks with horizontally and vertically post-tensioned walls and two-way post-tensioned membrane floors. Price includes walkways on tops of the walls and launders as applicable, and excavation and backfill, but not piping and appurtenances or redesign fees.
